While working at a large state agency, I supervised inspectors who would check out cars from our motor pool to drive to their inspection sites in order to conduct their inspections. Let's say one of my inspectors was afraid to drive the car and decided to push the car instead. If my Director looked out his window and saw one of my inspectors pushing their car rather than driving it, I would be called into his office and asked what is going on and would be told (yelled at) to fix the situation.
This seems a little ridiculous. Ok, it is a lot ridiculous. However, it would not be ok to let my staff push their cars but it was ok for my staff to use their computers as typewriters. So I developed tools for my staff to make their computers work for them not have my staff work for their computers.
